Water is a precious gift from God, which is vital for life of the human race and the continuous existence of the functions in the ecosystem. Therefore, water shall be a public asset that shall be managed through participative approaches. The management of water resources shall be conducted in fair, efficient, and sustainable manners with respects to the integrated views of the social, economic, and environmental values.
In Indonesia, fresh water scarcity, floods, and water pollution have reached critical conditions which could harm human life and the continuity of the functions in the ecosystem. To overcome this problem, integrated efforts from all stakeholders, the government, private sectors, and the community, are required. Water resources management activities are inter-sectoral and inter-regional activities and related to all the individuals in the community. For that reason, all the institutions and elements in the community shall involve actively in those activities through a mutual partnership.
The partnership shall be principled in equality, openness, and mutual benefits. Those principles are the success key in the planning and operation of that public asset management.
To implement the consensus agreed in the Indonesia Water Forum II on March 22nd, 2002, the Indonesia Water Partnership is established, as the organizing Secretariat of the Indonesia Water Forum which has the roles as:
